The best starting point is the ORG/RDB registration stack: the Office of the Registrar General, Rwanda Development Board and RDB business procedures. Around that core, Umucyo and RPPA add procurement context, RRA adds tax and identifier context, BNR and CMA Rwanda add regulated-sector context, and GLEIF adds structured LEI data for entities that have global identifiers.

The safe editorial answer is specific. Rwanda has strong official sources and a useful procurement layer, but the current recheck did not verify a complete free official company-register bulk download or public API. Registry, beneficial-owner, officer, tax, supplier, regulator and market-contact fields must remain purpose-bound.
